Friends of Salt Creek, Inc. (FoSC) started as an academic project at the University of South Florida St. Petersburg, mostly as a fictional pretense that Dr. Thomas Hallock used to direct student observations about the stream. At the prompting of St. Petersburg City Council Gina Driscoll, Friends of Salt Group as started in earnest. FoSC is now a registered non-profit corporation with the state of Florida.
